Temporary functional structures are proposed for three-year stays on vacant lots in neighborhoods requiring services such as police annexes, convenience stores, day care centers, and meeting spaces. The initial scheme is proposed for 70th Street and Stony Island Avenue. The title – biga – refers to the traditional bread starter that activates yeast and initiates the leavening process. Subsequent development of the site(s) will be determined by the nature of the area it has catalyzed.
