The Plan of Chicago proposed Congress Parkway as the new central axis of the city. This scheme submerges a multimodal transportation network beneath that street while creating a monumental park that extends from a new media plaza and City Hall at the west to an international airport located on the bed of Lake Michigan. A series of structures – community towers, park towers, and energy towers – etch the network of public spaces in the skyline and reveal a transformative shift to a new digital age.
